When King Astor established his new kingdom of Astoria on Lacuna he made
radical changes from the old ways of doing things. One of his reformations
was to establish the Elite Guard. This was done to preserve order and
promote growth in the kingdom. Each Guard was assigned a color to easily
identify their purpose.
The Guardsmen are
civil servants but they are not members of the military or the
peacekeepers. There are times when they are recruited to work with these
groups but they are their own branch of service all together and answer
directly to the King and the upper nobility.
Members of the of the
Elite Guardian Orders are simply referred to as Guardians.

This is a powerful trade federation that is independent of any
governmental body. The Shiivr Alliance started out as a Gheren operation
based around the trade that came from the Shiivr Pass. However, the trade
from the Shiivr Pass expanded way too fast to control and from it grew the
Shiivr Alliance. The Shiivr Alliance’s power base is located in Blue
Haven, the largest oasis in Helion. The Alliance essentially controls
cross-country trade and travel along the Shiivr Pass and have accumulated
so much wealth through trading that they had to establish their own bank
and money system. Most of the nations of Lacuna use Shiivr coins for their
money, as it is the most stable and universal form of money.

When the Shiivr Pass came into operation many of the local gangs,
warlords, and unscrupulous nobles began to cross paths with one another.
This was mainly due to the ease of cross-country travel now available.
Over a period of 10 years the factions fought one another for control.
This has become known as “The Secret War”. The end result of this war was
the formation of The Syndicate of the Sword (or The Syndicate). For the
most part, The Syndicate controls most illegal activity that goes on
anywhere along the Shiivr Pass. It is rumored that the Shiivr Alliance is
controlled, or at least heavily influenced, by The Syndicate. However,
this is officially a rumor as no real evidence to this has come about.

This is a secret group of socialites. Members attend wild parties full of
the pleasures of life. Some of the most influential and powerful
individuals belong to the Libertine society. While every major town and
city has headquarters, it officially does not exist.
